United Cerebral Palsy issues an annual report called “The Case for Inclusion” which ranks the various states as to how each treats people with Intellectual and Developmental Disabilities. States determined to promote independence for the people they serve are ranked higher than the ones that are less active in that regard.
California ranks #6 in the country. Arizona is #1 – Mississippi is number 51 (Washington D.C. is treated as a state in this list.)
